<p>First, stop with the applause. Our nation is suffering and doesn't want hear your applause.</p>
<p>Secondly, sit down, listen and open your minds, as you are about to hear concepts never before made from this podium.</p>
<p>Third, let's get down to business.</p>
<p>Our nation was founded with the adoption of our Constitution. If you take the time to read it, you will find that it is a wonderful powerful document.  Oh, that right, you and I took an oath to uphold and defend the Constitution from enemies foreign and domestic. Unfortunately, until today we were the enemy.</p>
<p>Our Constitution delineated the rights of the people, powers of the Federal government and reserved all else to the individual states. Somewhere along the way, we all forgot about this. Each of you claims to carry a copy of the Constitution in your pocket. But have you read it? What about the Federalist papers, did you read those. </p>
<p>Too little emphasis and rhetoric is placed on politics. No emphasis is placed on the law of the land. That changes today.</p>
<p>Ron, I said no applause, I mean it.</p>
<p>I campaigned for change and was elected to lead this nation. I take that lead tonight.</p>
<p>Beginning right now, the job of this Congress is to fulfill the duties outlined in Article I of the Constitution. My job is to fulfill the duties outlined for me in Article II of the Constitution. The job of the justices of the Supreme Court is to fulfill the duties outlined in Article III of the Constitution.</p>
<p>Our Constitution created a system of checks and balances to any one branch of our government from becoming too powerful. We have not been diligent in using<br />
these checks and as a result our government is corrupt.</p>
<p>The Job of the Congress is: </p>
<p>To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the Defence and general Welfare of our nation.</p>
<p>To borrow money on the credit of the United States;</p>
<p>To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;</p>
<p>To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;</p>
<p>To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;</p>
<p>To provide for the Punishment of counterfeiting the Securities and current Coin of the United States;</p>
<p>To establish Post Offices and Post Roads;</p>
<p>To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings<br />
and Discoveries;</p>
<p>To constitute Tribunals inferior to the supreme Court;</p>
<p>To define and punish Piracies and Felonies committed on the high Seas, and Offenses against the Law of Nations;</p>
<p>To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;</p>
<p>To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;</p>
<p>To provide and maintain a Navy;</p>
<p>To make Rules for the Government and Regulation of the land and naval Forces;</p>
<p>To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;</p>
<p>To provide for organizing, arming, and disciplining the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;</p>
<p>To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent<br />
of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings; And</p>
<p>To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.</p>
<p>The Senate shall provide advice and consent on appointments and have sole power to try impreachments.</p>
<p>These are a limited set of duties; my job will be to keep you within these boundaries. The Supreme Court will be the final check in the event we both fail.</p>
<p>So what does this mean? No more business as usual, The people have demanded a new sheriff and he just rode into town.</p>
<p>Let's take look at what you have been working on:</p>
<p>Health Care Reform - done - not going anything. Not in your purview.</p>
<p>Energy / Climate Control - done - not going anything. Not in your purview.</p>
<p>Stimulus - done - not in your purview. I am issuing an Executive Order demanding any unused funds be returned to the Treasury.</p>
<p>Bank &amp; Business Bailouts - done - not in your purview. The Treasury will be instructed to recover these funds immediately. </p>
<p>So what's next?  Beginning tomorrow the executive branch will begin a top down review of all government programs to determine the each programs constitutional mandate. The Tenth Amendment to Constitution states "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." If a program is not mandated it will be shut down, defunded on a reasonable schedule and returned to the responsibility of the states. </p>
<p>Within this review consideration will be given to  the phrases "general welfare" and "regulate commerce among states" in Article I, Section 8 of the Constitution.  </p>
<p>The phrase, “general Welfare” does not authorize Congress to enact any laws it claims are in the “general Welfare” of the United States.  The phrase sets forth the requirement that all laws passed by Congress in Pursuance of the enumerated powers of the Constitution shall also be in the general Welfare of the United States.  This was affirmed by James Madison when he wrote: “With respect to the words “general welfare,” I have always regarded them as qualified by the detail of powers connected with them. To take them in a literal and unlimited sense would be a metamorphosis of the Constitution into a character which there is a host of proofs was not contemplated by its creators.”</p>
<p>The phrase "regulate commerce among states" only permits Congress to regulate trade among the states and does not permit Congress to regulate matters that merely affect commerce among the States.</p>
<p>Every department within the executive branch will complete this review within 15 days. All non-mandated programs will transitioned to the states within 6 months. </p>
<p>Yes, this means that thousands of government employees will lose their jobs. It is only fair, our current situation caused everyone to be threatened with job loss. Government jobs should be no different. </p>
<p>Yes, this means that some departments, education, energy and others will immediately go away. Our people demand it.</p>
<p>Even expenditures of foreign aid will be review. When our people are in need of relief, how can be giving relief to the world.</p>
<p>After shedding itself of all of these usurped responsibilities, our government will be leaner and agile. But our job will not yet be done. The days of the $800 dollar hammers must end. The executive branch will next undergo a top down review of every remaining budget item to determine the necessity and the cost effectiveness of the item. There will be no more waste. Each department will be asked to determine ways to cut spending.</p>
<p>The Congress should help in this process by providing fund only for constitutional purposes. I will do my part by vetoing any spending bill that contains provisions are not constitutionally mandated. While the Congress does have the power to override my veto, I have and will use the power to sue over the constitutionality of any vetoed provision.</p>
<p>The days of 1,000 or 2,000 pages bills are over. The people have spoken. My admonition to you is "keep it simple" and read it before you vote on it. One "shall" or "must", out of place, will cause a bill to be vetoed. I promise to the people, that I will read and understand every bill before I sign it into law. If it takes me 40 days to read and understand a bill it will sit on my desk for 40 days.</p>
<p>Today, our national debt stops growing. As reduce spending, we must begin to pay off our debt. The best way to accomplish this will be to revamp are tax system. So today, I ask the Congress to appoint a commission to determine a fair and uniform method of taxation and to report to me the results of this commission before the end of the year. This method of taxation must be constitutional, as the people are only legally obligated to pay taxes for unconstitutional purposes.</p>
<p>Once a revised system of taxation is place, the Congress will be asked to set a tax rate that will pay for all expenditures in the budget year that they occur and to pay 5% of the debt. No more deficits. The people can't live on IOU's. As a government we can't either.</p>
<p>These changes will bring about economic recovery, but we can't stop there. The Federal Reserve Bank is a beast out of control, working in secret. It controls our economy. I ask the Congress to establish a commission that will "Audit of the Fed", determine if our "fiat" currency is constitutional and in our nations interest. If this audit shows corruption, influence pedaling and illegally activity, then the Federal Reserve System should be disbanded.</p>
<p>We have a great deal of work ahead of us. Let's get to work. The American people are watching. I am watching and will be reporting the results of our work directly to the people. Good luck, God Bless, we are the hope of our nation. God Bless the united States of America."</p>
<p>He didn't say this and today we pay. November is coming and we must stand up and say "No". No to both Democrats and Republicans. The action taken in this speech must become the reality.</p>

<p>Section 1: Proper Role of Government and National Sovereignty</p>
<p>1. Yes<br />
Do you fully understand and agree that the 10th amendment limits the Federal Government to the *30 enumerated powers that are specified in the Constitution? (* Note: Twenty specific powers are enumerated in Article I, section 8 and the balance are found listed in various sections throughout the rest of the Constitution.)</p>
<p>2. Yes<br />
With blatant disregard for the 10th Amendment; Congress has used the 68-year-old Supreme Court decision in Wickard v Filburn 317 U.S. 111 (1942) as justification to regulate and otherwise interfere with numerous areas of American business and American personal lives that were never granted or authorized by the Constitution.<br />
However, just because Congress has been allowed to do so doesn’t mean they should do so, therefore despite Wickard v Filburn and in compliance with the 10th amendment do you commit to oppose and vote against any PROPOSED legislation that purports to regulate or otherwise involve the Federal Government in any areas that are not specifically and expressly enumerated in the Constitution and are therefore reserved as the exclusive province of the states; such as Education, Energy, Welfare, Labor issues, Non-Interstate roads, farm subsidies, etc?</p>
<p>3. Yes<br />
Despite Wickard v Filburn and in compliance with the 10th amendment , do you commit to oppose the expansion and/or the perpetuation of any and all EXISTING federal legislation and regulations in areas that are not constitutionally enumerated; and are therefore reserved as the exclusive province of the states; such as Education, Energy, Welfare, Labor issues, Non-Interstate roads, farm subsidies, etc; and do you also commit to support all efforts to return control over these areas back to the states?</p>

Do you commit to vote in favor of “The Enumerated Powers Act H.R. 450” which requires each and every Act of Congress to contain a concise and definite statement of the constitutional authority relied upon for the enactment of each portion of that proposed Act?</p>

Because Federal grants are unconstitutional unless directly related to some power specifically delegated to the Federal Government, and because a strict interpretation of the Constitution would eliminate upwards of 90% of the Federal-aid programs presently plaguing the nation; do you commit to oppose the granting of any Federal Grants that are not directly related to some power specifically delegated to the Federal Government?</p>

Do you fully understand that the creation of fiat money at a rate faster than economic growth always and inevitably leads to inflation and a devaluation of our currency; and that allowing this to happen is the same as imposing a hidden tax on Americans; and do you further commit to oppose any legislation that would allow this to occur; and do you further commit to work towards repeal of any legislation that has allowed this to occur?</p>

The Federal Reserve can currently enter into agreements with foreign central banks and foreign governments, yet the GAO is prohibited from auditing or even seeing these agreements. In addition, the Treasury’s supplementary financing accounts that fund Fed facilities allow the Treasury to funnel money to Wall Street without GAO or Congressional oversight. Therefore, do you commit to support the elimination of restrictions on GAO audits of the Federal Reserve; and to mandate ongoing annual audits of the Federal Reserve?</p>

Do you agree that the Federal government should not own any portion of private enterprise; nor should it compete with private enterprise in any areas not specifically enumerated in the Constitution; and do you commit to repeal any legislation that has allowed government to own portions of private enterprises?</p>

Do you fully understand that the Federal Government’s creation of “Government Sponsored Enterprises (“GSE”) and the 70 years of government crafted rules, regulations, and edicts concerning GSE’s have allowed the GSE’s to create Moral Hazard incentives for financial institutions to lower their underwriting standards and issue risky sub-prime loans, and by so doing these GSE’s allowed financial institutions to secure all of the profits on sub-prime loans while transferring all of the inherent risks onto the backs of American taxpayers?</p>

Do you commit to support legislation to eliminate all GSEs; and will you commit to support legislation that would establish a date beyond which no further loan guarantees will be issued or honored by GSE’s; effectively allowing the “secondary mortgage” market to go fully private?</p>

The financial damage of GSE’s was exacerbated by subsequent Federal Government edicts such as the “Community Reinvestment Act of 1977” (CRA) that have been used to create further Moral hazards for otherwise responsible financial institutions to issue mortgages to low-income credit risky individuals on homes they could not afford.<br />
Therefore, do you commit to vote for legislation that would repeal the CRA and any other legislation with similar design or purpose?</p>
<p>12. Yes<br />
Do you agree that the free market should be allowed to operate unencumbered by US government intervention; including any and all import/export tariffs or quotas; and do you commit to oppose any legislation, authority, or edicts that would give any US or foreign citizens or corporations an advantage against competitors or potential competitors regardless of where that competitor’s business may be based?</p>
<p>13. Yes<br />
The Federal Communications Commission (FCC) was designed to license and allocate the traffic on the air waves but in direct violation of the First Amendment the FCC has often used its licensing power to control or attempt to control the editorial content of programs. Do you commit to oppose any legislation that would allow the FCC to violate the 1st amendment rights of any<br />
American individuals and/or businesses via any attempts to control or mandate the editorial content of radio and television programs?</p>
<p>14. Yes<br />
The Constitution makes no specific provision for the federal government to hold any lands other than a federal reserve for the capital (the District of Columbia); therefore do you commit to support legislation requiring the Federal Government to transfer ownership of all Federal Lands back to the individual states that they are located within; with the exceptions of the District of Columbia, and existing military bases and military ranges?</p>
<p>15. Yes<br />
The Constitution places restraints on Congress and the executive branch, so as not to wage war casually and without proper declaration, yet presidents from Truman to the current day have used the United Nations Security Council as a substitute for congressional authorization of the deployment of United States Armed Forces. Do you commit to a strict adherence to the rule of law and the Constitution in regards to any potential declaration of any war; and do you commit to using your constitutional legislative authority to hold the executive branch accountable to the same Constitutional standards?</p>
<p>16. Yes<br />
In direct violation of national sovereignty, some factions have encouraged the U.S. Executive Branch to use the United Nations and it’s agencies to implement domestic policy in pursuit of international, environmental, economic, education, social welfare and human rights policy, both in derogation of the legislative prerogatives of Congress and of the 50 State legislatures, and further in derogation of the rights of the American people to constitute their own civil order. Do you commit to oppose and vote against any legislation and/or oppose any efforts by the executive or judicial branches to recognize or implement any United Nations actions, decrees, or programs that would interfere with or supersede our sovereign national government and/or the sovereignty of any of our 50 state governments?</p>

In direct violation of national sovereignty, some factions have advocated the implementation of a global tax (“The Tobin Tax”) on international currency transactions to be collected by the United Nations for funding of U.N. programs. Do you fully understand that the United Nations possesses no legitimate taxing authority; and do you commit to oppose and vote against any legislation and/or oppose any efforts by the executive branch to recognize or implement any taxation of American Citizens for any United Nations programs or purposes; and/or the programs and purposes of any entity outside of the United States?</p>

Do you commit to oppose any legislation or treaties which would do one or more of the following: Limit the sovereignty of the United States, Violate the rights of the People as spelled out in the Bill of Rights, and/or any treaties that would have the effect of creating laws which are applied to the people directly instead of to the government?</p>

Do you commit to support legislation that would require the re-approval of any existing or new treaty or agreement entered into by the US every 10 years, starting from the date of signage?</p>

The 2nd point in the “Code of Ethics for U.S. Government Service”, adopted on July 11th, 1958 by the U.S. House of Representatives with the Senate concurring; stipulates that any person in government service should “Uphold the Constitution, laws, and legal regulations of the United States and of all governments therein and never be a party to their evasion.”<br />
Therefore, in regards specifically to all existing Federal Immigration laws, do you commit to uphold the Constitution, laws, and legal regulations of the United States and of all governments therein and never be a party to their evasion; including full funding and completion of all legislated border security measures? </p>
<p>21. Yes<br />
Do you commit to oppose any and all bills, regardless of their merit, if those bills are not posted on a publicly accessible website for a minimum of 72 hours, while Congress is in session, before either House of Congress is asked to vote on it?</p>
<p>22. Yes<br />
Do you agree that when any amendment to a bill is passed which adds to or takes away from the original text of that bill, the 72 hour period must begin anew before either House of Congress can vote on it?</p>
<p>23. Yes<br />
Do you commit to support legislation that would require all members of Congress to certify that they have read all bills that they vote upon in their entirety?</p>
<p>24. Yes<br />
Do you commit to oppose and vote against any proposed legislation that contains “both good and bad portions” and do you agree that it would be an indefensible position to vote for legislation that you knew incorporated unconstitutional government authority just because there were other portions of that legislation “that were good”?</p>
<p>25. Yes<br />
It is inconceivable that any Congressman could read and understand this years 1,100 page “Cap &amp; Trade” bill in 72 or hours or less. It is self evident and common sense that it would take at least 15 minutes to truly read, absorb, investigate, and understand each page of complex legislation. Therefore, do you commit to support legislation requiring that any proposed legislation that exceeds 288 pages in length would require that legislation to be posted on a publicly accessible website for a minimum of 15<br />
additional minutes beyond the 72 hour minimum time for each additional page beyond the 72nd page, while Congress is in session, before either House of Congress votes on it? In other words, a 1,100 page bill such as this year’s “Cap &amp; Trade” bill would require a minimum public posting of 275 hours for Congressional Review before it could be voted on.</p>
<p>26. Yes<br />
It is at best irresponsible and at worst deceptive to produce legislation that is 1,100 pages long in the first place. Therefore, do you commit to support legislation requiring that any proposed legislation contain a ONE PAGE summary of every action and effect of that legislation; and that if the summary of actions and effects can not be contained on one single page that the proposed legislation must be declared too cumbersome and rejected?</p>

Do you commit to vote against any budget that proposes to increase overall spending if a budget deficit was incurred the previous year?</p>
<p>28. Yes<br />
Existing “5 year baseline budgeting” formulas contain an inherent bias towards budget expansion, result in misleading measurements of the budgetary effects of proposed legislation in future years; are often used to falsely claim that there will be a balanced budget in future years; and are often used to falsely claim that “spending cuts are being made” even though total dollars spent are actually being increased. Therefore, in order to reduce political posturing and accounting manipulations of the Federal Budget process; do you agree that our Federal Budget should begin each year with a “Zero-Baseline” that will allow Congress to<br />
revisit the validity and effectiveness of all budget items each and every year?</p>
<p>29. Yes<br />
Accounting manipulations and “projections” are often used to claim that a budget is “balanced” or will result in surplus over a given period of time. However, the only accurate way to define if a surplus or deficit is occurring is to ask two simple questions;<br />
namely a) “How much revenue did you collect last year regardless of source?” and B) “How much money did you spend last year regardless of purpose?” and then subtract B from A. In order to reduce political posturing and accounting manipulations of the Federal Budget process; do you fully agree that this is the only acceptable way to determine if the previous years budget was “in deficit”?</p>
<p>30. Yes<br />
Do you agree that the overall Federal Budget must be a “fixed pie” that has a preset spending limit in place, and that those spending limits should be established by a set formula which Congress must adhere to each year?</p>
<p>31. Yes<br />
Do you agree that if the previous years’ budget resulted in a DEFICIT, then all federal budgets and programs must begin the following years appropriation process frozen at the exact level of the previous year’s outlay?</p>
<p>32. Yes<br />
Because it would be irresponsible to increase spending in a deficit year, do you agree that if the previous years’ budget resulted in a DEFICIT, then overall spending at the federal level must not increase?</p>
<p>33. Yes<br />
Do you agree that if the previous years’ budget resulted in a DEFICIT, then any new spending items or increase in existing spending items that a Congressman would want to propose must be proposed and voted on in tandem with 102% corresponding budget cuts of existing item(s) that are already in the budget?</p>

Do you agree that if the previous year budget resulted in a SURPLUS, then the actual surplus dollars from the previous year can only be applied first to the national debt, or if and when the national debt has been retired the surplus can then only be set aside for future unfunded liabilities?</p>

They promise everything except the kitchen sink and when elected forget the promises was ever made. At the same time they take money from every special interset group hey can find. Both major political parties should be equated to orgainzed crime. </p>
<p>The democrats cheat, corrupt, deceive, destroy, lie and steal.  But the GOP is no better. watch out if the lips are moving. Now they want to destroy your healthcare and raise your taxes. Both parties are responsible for this impending disaster. </p>
<p>The time has come to recover our civil rights. The time has come to end governmental intrusion into our private lives and let us live as free people with a government fully constrained by the Constitution. </p>

Amazed by the miracle, they vowed to use all of their being to raise, educate and nurture their daughters.</p>
<p>Beginning at a young age, they taught the girls the values: charity, courage, gratitude, honesty, hope, humility, moderation, respect, responsibility, sincerity, thrift and work.  These life lessons were given with love and compassion.</p>
<p>The girls embraced these values with open arms and grew to become beautiful vibrant young ladies.  As life would have it, a day came when the daughters announced that they were ready to go out on their own.  They had decided to go in separate directions - taking the values learned - and make their own mark on the world.</p>
<p>Summer headed west, Autumn east, and Winter stayed near home.  On their own they begin to get a taste of the world.  After a while, they each met a man, fell in love and looked forward to marriage.  Before their weddings, the girls queried of their beloveds, each man's feeling regarding the values they were raised upon.</p>
<p>Summer's young man agreed that the values were nice and sounded good, but he indicated more fun could be had if the values were ignored.  Summer was conflicted, but love and lust overcame the value decision.  She and her young man were married and began their lives together.  Together they set out to live the life of free spirits without responsibilities. </p>
<p>Together they begged, cheated, lied and stole to survive.  As times became worse and the need for money greater, Summer was given by her husband to other men for their pleasure. </p>
<p>Eventually, Summer’s husband grew tired of her, and in a fit of rage he beat her and left her to die.  In a single gasp, Summer’s life had ended.  The man and his wife never heard from Summer again.</p>
<p>On the other hand, Autumn’s young man embraced and declared his support for the values held dear to her heart.  Proud Autumn called home and told the man and his wife about the nice man and their decision to be wed.  Autumn and her husband began their life together and set to make a mark on the world.</p>
<p>Autumn’s husband got a job working for a powerful firm that provided them a good income.  Autumn thought life was good.  Then there was a dire change.</p>
<p>Autumn’s husband began to ignore the values she revered.  Unexplained sums of money were found hidden in the home.  Mysterious phone calls were received in the middle of night.  Meetings were held with people unknown to her.  She found lipstick on his shirt collar.</p>
<p>Autumn confronted her husband; he denied any wrong doing.  He said “You enjoy the benefits of my work.  I do what I have to do to keep my job.”  Autumn agreed and dismissed her concerns.</p>
<p>Later, Autumn awoke one morning feeling ill.  She went to the doctor.  After the examination, the doctor told her she had been poisoned.  Autumn was aghast.  Questions raced through her mind.  How?  When?  Where?  Who?  The doctor told her the poison had been placed in her food and that the tampering had occurred over a long period of time.</p>
<p>Not knowing what to do, Autumn called the man and his wife to seek counsel.  Autumn was told by those that loved her: to leave her husband and never see him again.  Autumn argued with justifications for keeping her husband. </p>
<p>Not satisfied with the opinion of the man and his wife, Autumn sought out the opinions of her friends.  Each of them counseled that her husband was good, perhaps just misdirected, and if confronted he would return to the values Autumn cherished.  Not thinking, Autumn failed to realize that her friends were her husband’s friends.</p>
<p>Once again Autumn confronted her husband, and once again he denied any wrongdoing and said the he lives the same values.  Autumn again gave in and accepted his explanations.  Autumn did not know that her husband was actually lying about everything.</p>
<p>After a while Autumn sensed things were still not right and began to investigate.  She found that her husband had been lying to her.  She confronted him once again.  This time he grew angry, said he was growing tired of her accusations, beat her violently, and left her for dead.  In a single gasp, Autumn’s life had ended.  The man and his wife never heard from Autumn again.</p>
<p>Winter’s young man, from a young age had been taught by his parents with love and compassion the values: charity, courage, gratitude, honesty, hope, humility, moderation, respect, responsibility, sincerity, thrift and work; he shared the values Winter held dear to her heart.  Winter returned home with her young man.  The young man met the man and his wife, asked for the hand of Winter in marriage, and received their blessing. </p>
<p>Winter and her husband lived a long prosperous live, while holding strong to the values: charity, courage, gratitude, honesty, hope, humility, moderation, respect, responsibility, sincerity, thrift and work.  They too were blessed with the birth of triplet daughters.  The man and his wife enjoyed seeing their daughter become a wonderful mother.</p>
<p>The questions left by this story are "Why?" and "Is this truly a parable?"</p>
